USAID distributes the rice as bribes and then allows the local functionaries to sell the loot in the local lucre. The merchants were not concerned about the threat of prosecution or that there were evil spirits in the camera and instead smiled and waved for me. No one even mentioned the irony or was surprised or outraged or disgusted or even the least bit concerned. BAU.”
